The two nations’ militaries have been conducting joint exercises for years, but this is believed to be the first time Russian soldiers have trained on U.S. soil, Lt. Col. Steven Osterholzer said.
The Russians and Americans are training together on basic soldier skills ranging from firing weapons to making parachute drops, said Osterholzer, a public affairs officer for the 10th Special Forces Group.
It’s the first step toward joint exercises in more complicated anti-terrorism operations such as helicopter drops, he said.
“This is the shake-hands, get-to-know-you kind of thing,” Osterholzer said. “What this is not is a massive counterterrorism exercise.”
Some people have seen sinister motives behind the appearance of troops from America’s longtime Cold War enemy at a U.S. Army post, he said.
“Conspiracy theorists are alive and well,” he said. Some people who’ve called Osterholzer have said President Barack Obama is a communist, or that the Russians plan to kidnap Americans and take them back to Russia, or that the training is a step toward universal world government.
“It’s been an interesting two weeks at the public affairs office,” he said.
The training is the result of a U.S.-Russian agreement signed a year ago. The objectives are to create a basic relationship between the two nations’ militaries and to build an understanding about how each other’s military works, including communications, Osterholzer said.
That knowledge is vital in joint military and humanitarian operations such as anti-terrorism measures and disaster relief, he said.
At Fort Carson, the training involves only unclassified weapons, and the Russians have U.S. escorts around the clock to make sure “they stay where they’re supposed to be,” Osterholzer said.
“These soldiers are not running around amok on their own,” he said.
The Russians are staying in a military hotel on Fort Carson but otherwise spend their on-duty and off-duty time with their American counterparts. They’ll also take in a baseball game, watching the Colorado Springs Sky Sox, a minor-league affiliate of the Colorado Rockies.
“The visit has gone amazingly well and smooth,” Osterholzer said. “They’re excited to be here. They’re motivated, they’re professional. And our soldiers are the same.”
The Russian contingent includes a colonel but most are enlisted soldiers. They arrived Sunday by commercial aircraft and will leave June 1, again flying commercially.
Next year, an equal number of U.S. soldiers from 10th Special Forces Group are expected to go to Russia for similar exercises, Osterholzer said.
In a nutshell, there seems to be a solicitation of bids occurring for the staffing of FEMA camps within 72 hours of implementation by an order from either Homeland Security or the president. This situation begs to be investigated, with special consideration paid to the motives of the present administration.
I went to the source, the FedBizOpps.gov, and searched for the solicitation number HSFEHQ-10-R-0027, titled National Responder Support Camp.
A search of the history of the amendments to this Solicitation for Contract showed that it had been modified several times, with the last modification — number 0008, with an original date of letting out to bid with a synopsis of May 13, 2011 — occurring on December 16, 2011. This last modification rescinded the solicitation, with said modification’s purpose noted as follows:
1. Cancel Solicitation HSFEHQ-10-R-0027.
2. A new draft solicitation will be issued on January 2012 for industry comment.
3. A Pre-Solicitation Conference will be held approximately two week post draft solicitation.
Okay…score one for the internet and the vigilant citizens who perform an invaluable service to our nation by monitoring the actions of our government and its various agencies.
I began the laborious task of reading the Invitation to Bid — this tome is 116, pages with many canned and boilerplate requirements for doing business with Uncle Sam duly enshrined amongst the pages. The Task Order Request (TOPR) under Scenario I & II under Section J of the Appendix made for another 42 pages. The required size of the camps was fluid, though they had the required capacity of 301 to two thousand, including security and camp cadre.
The staffing requirements or cadre for FEMA personnel for these camps — which are identified as being located in five (5) distinct regions throughout and within the borders of the USA, with camps located in each and every state — was three to fifteen each. The size of these camps will vary around 5 acres per 1,000 inhabitants, though they will never be less than 3 acres for populations of 500 or fewer inhabitants within the camps’ boundaries.
This requirement also had a minimum square footage for each inhabitant: either the camp’s cadre and first responders of 63 square feet, or approximately 8 feet on each side. This is slightly less than current Federal Court(s) requirements for housing prisoners, which is approximately 72 square feet. Perimeter fencing or barricades is required to be six feet high, enclosing the camp, with all traffic in or out to be recorded on a daily log and with security restricting all traffic and access. The contractor shall also provide fencing and barricades around areas which are “off limits” to occupants. ID Badges are required and are either blue or red, depending on the carrier is temporary or considered an occupant of the camp.
The first of several anomalies in the solicitation for bid was in the contractor staffing requirements, which puzzlingly required staff to be fully operational within 72 hours. Furthermore, “[w]henever practical, displaced citizens will be given the first opportunities for employment within the camp, assuming skills and capabilities are pertinent for the open positions.”
This led me to question the stated purpose of these camps, considering that the successful contractor would need to have personnel ready to go on such short notice, with notification from FEMA, Homeland Security, or the president within 72 hours. So the question arises: how could the camp utilize “displaced citizens” in the initial staffing unless the contractor knew where and when a disaster, man-made or otherwise would occur beforehand?
Another anomaly was the requirement that the “off limits” area was to be enclosed before anything else:
The contractor shall also provide fencing and barricades around areas which are “off limits” to occupants. Fencing and barricades are required within 36 hours for “phased” setup timeframes, and 72 hours for the rest of the initial setup timeframe.
Next question: just what is this “off limits” area to be used for, since the bid proposal specified only two (2) classes of occupants of the camp — temporary or occupant as first responder? Furthermore, it indicates that there may be a camp within the camp, or an area that is to be utilized by another group that is not revealed in the bid solicitation…your guess is as good as mine. Most Americans would not like the ambiguity of this area’s function!
Another question arose on the Term of the Contract (F.3), which reads as follows:
The contract shall be effective as of the execution date of the base contract, and shall continue up to five years if all four one-year options are exercised, except that delivery orders placed prior to the expiration date shall remain in full force and effect until deliveries have been completed and payments, therefore, have been made. The final delivery order shall not exceed two years.
The nature of the duration seems to belie a long-term use for these camps, which is also not fitting the transitory nature of natural disasters, with most communities being habitable again after a relatively short period of time. We’re talking months, not years.
Under the Principal Place of Performance (F.4), this solicitation implies that all of the areas outlined below must be staffed:

The effort required under this contract shall be performed in the United States. Task Orders will designate the exact locations where services will be provided. The five (5) areas of coverage are broken down as follows:
Area 1: Includes the states of CT, DC, DE, MA, MD, ME, NH, NJ, PA, VT, NY, WV, VA, RI
Area 2: Includes the states of KY, TN, MS, AL, GA, SC, NC, FL
Area 3: Includes the states of CO, IA, IL, IN, KS, MI, MN, MO, MT, ND, NE, OH, SD, UT, WI, WY
Area 4: Includes the states of AR, LA, NM, OK, TX
Area 5: Includes the states of AZ, CA, ID, NV, OR, WA
The language is specific in that all requirements are performed in the United States. However, the language does not specify that it would be a phased approach or even a localized area that experiences a natural disaster — simply the entire nation.
In the Task Order Proposal Request, there is a specific requirement for large vehicle parking:
Special Requirements:
- Outsized Vehicle Parking within Security Area (> 2.5 ton vehicles): Estimate required space and add to acreage requirement.
- Outsized vehicle parking outside security area (> 2.5 ton vehicles): Estimate required space and add to acreage requirement.
- Mission Support Work Area(s): Minimum square footage, Accessibility
These requirements suggest that the type of vehicle(s) will be either solely high-occupancy (i.e., buses) or large trucks or heavy equipment combined with buses. The interesting point about this section is that the authors allude to a “Security Area”and an “Unsecured Area” with no specific requirements coming forth.
To sum up: the solicitation to bid for the staffing of FEMA camps within 72 hours is a curious proposition, since it appears to predict a calamity that will affect the entire nation simultaneously –completely unlike a location-specific natural disaster.
This may be nothing more than a preparedness exercise by Homeland Security to see if anyone besides the military would be able to meet these stringent requirements for rapid deployment. However, what I found most striking was the “off limits” areas within each camp and staffing with “displaced persons” and the “Mission Support Work Area(s),” all undefined. As citizens, we need to know the exact purpose of these camps, given President Obama’s propensity to bend our constitutional republic to his own purposes!

The world’s a scary place. Wars, famines, corrupt politicians, terrorism, imploding economies — the list goes on. There are plenty of issues worth fearing, which is why a subset of the nation is preparing for what they see as impending calamity.
These individuals, dubbed “preppers,” are stocking up on food, guns, water and other items that they may need should the economy erupt or a massive natural disaster strike. With so many possibilities for problematic occurrences, these individuals want to ensure that they can live beyond any tragically defining moments.
Most preppers are fearful of the prospects of no governmental structure — something that some see as a possibility amidst economic woes and political strife. Back in 2009, a Newsweek report described this phenomenon:

(Suddenly, unused survival gear began showing up in classifieds and on eBay.) Reuterspublished a report this weekend, highlighting some of the preppers out there who are stockpiling and awaiting what they see as the inevitable. To begin, there’s Patty Tegeler, a 57-year-old who lives in Virginia’s Appalachian Mountains.
“In an instant, anything can happen,” she said. “And I firmly believe that you have to be prepared.”
Tegeler’s home has essentially been prepared for whatever may come. She has a large generator, water tanks, portable heaters and enough freeze-dried food to lock herself inside and to keep nourished for two years.
Wondering how she secured these items? There’s an entire market that caters to these individuals (most vendors operate on the internet). These companies sell many of the items that Tegeler has in her own home, as they teach skills or sell the products needed to ensure individual and family survival pending disaster.
Conservative talk radio host Glenn Beck seems to preach preppers’ message when he tells listeners: “It’s never too late to prepare for the end of the world as we know it.”
“With our current dependence on things from the electric grid to the Internet, things that people have absolutely no control over, there is a feeling that a collapse scenario can easily emerge, with a belief that the end is coming, and it is all out of the individual’s control,” [Cathy Gutierrez, an expert on end-times beliefs at Sweet Briar College in Virginia] told Reuters.
While many would dub survivalist behaviors as silly or a waste of time, preppers separate themselves from the likes of Harold Camping and other leaders who have set dates for what they promise to be apocalyptic conclusions to societal existence. Preppers like Tegeler claim that their items won‘t go to waste regardless of whether there’s a collapse or not. For these individuals it’s all about being ready for anything that could unfold.
And there’s plenty of media outlets for these individuals to consume, as they share tips and communicate with one another. Blogs like lawyer Michael T. Snider’s “The Economic Collapse” focus upon the themes surrounding the economy’s potential bust.
“Most people have a gut feeling that something has gone terribly wrong, but that doesn’t mean that they understand what is happening,” Snider said. “A lot of Americans sense that a massive economic storm is coming and they want to be prepared for it.”
Then there’s James Wesley Rawles, a former Army intelligence officer, who is behind the “Survival Blog,” an online outlet that preppers regularly read.
“We could see a cascade of higher interest rates, margin calls, stock market collapses, bank runs, currency revaluations, mass street protests, and riots,” he said in an interview with Reuters. “The worst-case end result would be a Third World War, mass inflation, currency collapses, and long term power grid failures.”

Tom Martin launched “American Prepper’s Network” back in 2009 — a daily blog and support network that attracts thousands of individuals each week. The most recent post on the site’s blog reads:
Man-made disasters come in many forms. The most obvious would be spills and contamination caused by deteriorating materials, poor driving, train derailments, pipeline maintenance (or lack thereof), infrastructure collapse, policies that lead to coastal erosion, policies that contribute to widespread forest fires, sub-standard building codes, etc. There are other potential disasters that can be even more far-reaching. These include, but not limited to, monetary policies, tax codes, currency issues, stock market crashes, credit down grades, recession/depression, inflation/hyper-inflation (alaWeimar republic) and devaluation of a currency. Venezuela, Japan and others have experienced these events.
The list of possibilities is long and growing, but again, the prudent man attempts to prepare. For his family and his continued well-being.
This is only a small lens into the prepper movement, but this is nothing new. Throughout history, subsets of American society have remained ready and prepared for whatever may come. While critics may dub it an over reaction, preppers feel they’re simply being prudent.

Obama: The Egyptian People Have ‘Inspired’ America
Quoting Martin Luther King, Jr., Obama remarked that “there something in the soul that cries out for freedom,” and praised Egyptians for inspiring Americans, having “bent the arc of history” and putting “lie to the idea that justice must be gained through violence.“ In reflecting on images of parents carrying their children on their shoulders to show them what ”freedom” looks like, the American president echoed protesters’ chants in Arabic, translated as “we are peaceful.”
Speaking from the Grand Foyer of the White House, Obama‘s remarks did little to reassure America’s allies in the region and avoided speculating what the future of the Egyptian government might look like.
Likewise, Mr. President you have also Inspired many Americans in the same way. You haven’t paid much attention to our Rally’s at the National Mall, nor the Town Hall Meetings all across this Great Land. In fact, it seems the Elections of November 2010 are nothing more than a distant memory for you. Already you are back at that old game of back door appointments and deals being done while we sleep.

January 17, 2012: As Congress returns from its winter recess, protesters aligned with the Occupy Wall Street movement demonstrate on Capitol Hill in Washington to decry the influence of corporate money in politics.
WASHINGTON – An apparent smoke bomb was thrown over the fence of the White House as hundreds of Occupy protesters massed outside the gates.
The crowds were dispersed Tuesday night and the White House was all clear. U.S. Secret Service spokesman George Ogilvie says there were no arrests in the incident.
The Obamas were at dinner celebrating Michelle Obama‘s birthday, but they have since returned to the White House without difficulty.
The tense scene outside the White House follows an earlier protest on the West Lawn of the Capitol, in which several hundred protesters affiliated with the Occupy Wall Street movement decried the influence of corporate money in politics and voice myriad other grievances.Organizers had touted the rally, known as Occupy Congress, as the largest national gathering of Occupy protesters to date and secured a permit that would have allowed up to 10,000 people to participate. By mid-afternoon, the protest appeared to have fallen far short of those goals.
We are living in Disturbing Times and with a Disturbed President at the Helm. One does not have to be an Einstein to figure out what is coming next. The White House has named Jesse Lee to a new position within its communications department titled Director of Progressive Media & Online Response. According to The Huffington Post, Lee will essentially be responsible for building up Obama’s online presence as he prepares for his reelection bid, and squashing any negative stories:

Rex 84, short for Readiness Exercise 1984, was a secretive “scenario and drill”, developed by the United States federal government to suspend the United States Constitution, declare martial law, place military commanders in charge of state and local governments, and detain large numbers of American citizens who are deemed to be “national security threats”, in the event that the President declares a “State of Domestic National Emergency”. The plan allegedly states that events that might cause such a declaration would be widespread U.S. opposition to a U.S. military invasion abroad, such as if the United States were to directly invade Central America.[1][2][3][4][5][6] To combat what the government perceived as “subversive activities”, the plan also authorized the military to direct ordered movements of civilian populations at state and regional levels.[7]
Rex 84 was allegedly written by Lieutenant Colonel Oliver North, who was both National Security Council White House Aide, and NSC liaison to the Federal Emergency Management Agency (FEMA), and John Brinkerhoff, the deputy director of “national preparedness” programs for FEMA. They allegedly patterned the plan on an alleged 1970 report written by FEMA chief Louis Giuffrida, at the Army War College, which allegedly proposed the detention of up to 21 million “American Negroes”, if there were a black militant uprising in the United States.[1][8] Existence of a master military contingency plan (of which REX-84 was a part), “Garden Plot” and a similar earlier exercise, “Lantern Spike” were originally revealed by journalist Ron Ridenhour, who summarized his findings in “Garden Plot and the New Action Army.”[9]
Some people believe that Rex 84 is the unknown Continuity of Operations Plan that was publicly mentioned during the Iran-Contra Hearings in 1987. [10][11] Transcripts from the hearing in the New York Times record the following dialogue between Congressman Jack Brooks, Oliver North’s attorney Brendan Sullivan and Senator Daniel Inouye, the Democratic Chair of the joint Senate-House Committee[12]:
[Congressman Jack] Brooks: Colonel North, in your work at the N.S.C. were you not assigned, at one time, to work on plans for the continuity of government in the event of a major disaster?
Brendan Sullivan [North's counsel, agitatedly]: Mr. Chairman?
[Senator Daniel] Inouye: I believe that question touches upon a highly sensitive and classified area so may I request that you not touch upon that?
Brooks: I was particularly concerned, Mr. Chairman, because I read in Miami papers, and several others, that there had been a plan developed, by that same agency, a contingency plan in the event of emergency, that would suspend the American constitution. And I was deeply concerned about it and wondered if that was an area in which he had worked. I believe that it was and I wanted to get his confirmation.
Inouye: May I most respectfully request that that matter not be touched upon at this stage. If we wish to get into this, I’m certain arrangements can be made for an executive session.
Exercises similar to Rex 84 happen regularly.[13] For example, from 1967 to 1971 the FBI kept a list of over 100,000 persons to be rounded up as subversive, dubbed the “ADEX” list.[14]
The basic facts about Rex 84 and other contingency planning readiness exercises—and the potential threat they pose to civil liberties if fully implemented in a real operation—are taken seriously by scholars and civil libertarians.[15]
As we watch our Stock Market Tumble and see our Dollar lose its Value what else can one expect short of Disaster. We have been set up to take a fall America and the sooner we Wake Up the sooner we can begin to turn this Tide of Events. Americans need to be Standing Up and Speaking Out Now. Time is of the essence as 2012 approaches and America can no longer afford the Luxury of Indifference.
The hand writing is on the wall and one would have to be blind not to see what is coming next. Conservative Bloggers who speak out against this President and his agenda need to be Very Careful and Accurate in what they say making sure it is all Fact Based and Supported. Otherwise one might find themselves taking a one way bus ride to Sunny Camp Fema!
