Revealed: Obama policy to use military against citizens

Americans concerned over the buildup of military-style units within non-security-related federal agencies – specifically Special Weapons and Tactics (SWAT) teams – are having those concerns confirmed.

A 2010 Pentagon directive on military support to civilian authorities reveals what critics say is a policy that outlines the potential use of military force against Americans by the Obama administration, reports the Washington Times.

While the document – signed by then-Deputy Defense Secretary William J. Lynn – contains standard provisions on support to civilian emergency services, special events and domestic use of the Army Corps of Engineers, it also outlines presidential authority for use of military weapons and personnel against Americans during times of domestic unrest.

“This appears to be the latest step in the administration’s decision to use force within the United States against its citizens,” a defense official opposed to the directive told the Times.

Directive No. 3025.18, “Defense Support of Civil Authorities,” issued Dec. 29, 2010, provides “emergency authority” to U.S. commanders.

“Federal military forces shall not be used to quell civil disturbances unless specifically authorized by the president in accordance with applicable law or permitted under emergency authority,” the directive states.

“Federal action, including the use of federal military forces, is authorized when necessary to protect the federal property or functions.”

“In these circumstances, those federal military commanders have the authority, in extraordinary emergency circumstances where prior authorization by the president is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbances” under two conditions.

  • Military support required “to prevent significant loss of life or wanton destruction of property and are necessary to restore governmental function and public order.”
  • When federal, state and local authorities “are unable or decline to provide adequate protection for federal property or federal governmental functions.”

The military is authorized to provide assistance in the form of arms, ammunition, vessels and aircraft to engage civilians.

While the use of unarmed drones is specifically mentioned, “use of armed [unmanned aircraft systems] is not authorized,” the directive states.

Among the federal agenicies with SWAT teams are the the Department of Agriculture, the Railroad Retirement Board, the Tennessee Valley Authority, the Office of Personnel Management, the Consumer Product Safety Commission, the U.S. Fish and Wildlife Service and the Education Department.

During the recent standoff between armed Bureau of Land Management agents and Nevada rancher Cliven Bundy, the administration considered deploying military force under the Directive No. 3025.18 but ultimately rejected the idea.

ndaaThe year is 2015 and America is under a state of Marital Law after the defeat of liberal Democrats and Republicans in the 2014 Mid Term Elections.  In a move described by many as a complete overthrow of the new Conservative Government President Barack Obama decreed the election illegal and instituted Martial Law in an effort to control the protests that engulfed America.

High ranking Tea Party members of the Congress and Senate were rounded up and isolated from the American Public.  The internet kill switch was used to stop any and all political activity and many Americans were placed under house arrest and or sent to re-indoctrination camps.

Overseas the Russia Government seized control of the Ukraine while massing troops along the Turkish boarders.  In the Pacific, China launched a full scale invasion of Taiwan while at the same time North Korea invaded and seized control of South Korea. 

America’s military was ordered to stand down as a world wide conflict began to take shape. Homeland Security along with other government agencies were given complete authority over our military as they worked to subdue the American Militias and other small pockets of resistance within the the United States.

Although this fiction may be a far fetched scenario of things to come, one has to wonder if President Obama’s words to the Russian President might have meant more than any of us ever imagined.

The exchange between the US and Russian presidents was picked up by microphone without either leader apparently knowing.

Mr Medvedev, who steps down in May, said he would pass on Mr Obama’s message to his successor Vladimir Putin, according to an audio recording of comments the two leaders made during a meeting in Seoul, South Korea.

Mr Obama says: “On all these issues, but particularly missile defence, this, this can be solved but it’s important for him to give me space.”

Mr Medvedev replies: “Yeah, I understand. I understand your message about space. Space for you …”

Mr Obama retorts: “This is my last election. After my election I have more flexibility.”

It is common knowledge that the last two attempts at mass murder were committed using Shot Guns (most likely on the advice of Joe Biden) instead of the Semi-Automatic AR15 or AK47 large capacity clip weapons used in the past.  The gun control advocates have labeled these weapons as ‘Assault Rifles’ but just so you know, they are not. 

Our government has classified an ‘Assault Rifle‘ as one that fires in ‘Fully Automatic‘ mode similar to a Machine Gun.

Gun control advocates vow to take fight into 2014 elections, spend millions

Gun control advocates acknowledged Sunday that they were disappointed with efforts this year to tighten firearm laws across the country but vowed to continue their fight, including spending millions on their candidates in next year’s elections.

Their comments came one year after the Sandy Hook elementary school massacre in which 20 students and six adults were fatally shot in Newtown, Conn. However, Congress failed to pass no major gun-control legislation in the aftermath.

“We get disappointed,” said Mark Kelly, who co-founded the gun-control group Americans for Responsible Solutions with wife Gabrielle Giffords, the former congresswoman who was shot on the campaign trail in 2011.

The retired astronaut and Navy captain told “Fox News Sunday” the defeat of the so-called, bipartisan Manchin-Toomey Senate gun bill was “not a good day” but that his group plans to spend $25 million in the next election cycle.  

Though the focus of America’s gun debate appears to be shifting from weapons bans to keeping firearms away from criminals and the mentally ill, gun-rights advocates seem steadfast in their efforts to limit background checks and repeal laws that prevent people from defending themselves against attackers.

“There’s no victory until we get guns in school and elsewhere to protect ourselves,” Larry Pratt, executive director of Gun Owners of America, told Fox News. “The legislation that is on the books is lethal … and we simply have to get rid of them.”

Kelly said that anti-gun groups were able to spend about as much as pro-gun groups in the recent Virginia gubernatorial race in which Democrat Terry McAuliffe defeated Republican Ken Cuccinelli — a sign that the balance of power is shifting after his side got outspent in the Capitol Hill gun debates.

Carlee Soto, whose sister was killed in the Dec. 14, 2012, attack at Sandy Hook elementary, in Newtown, Conn., also acknowledged the effort to tighten gun laws has been difficult, but she remains optimistic.

“Some days I don’t want to speak in front of the camera … but my sister can’t do that,” she told Fox News. “I believe we will have sensible gun laws in the future.”

I am sure we have all heard some kind of a Conspiracy Theory at one time or another.  With the advent of the Internet and Google Searches it has become much more prevalent in our times.  So, what should we make of all these so called plots against us?  You know, the average American Citizen.  I have put together a sampling of videos and written information for you to view and consider.  I don’t pretend to have the answers on these Theories,  but I have to admit,  I am looking at them a lot more seriously these days.

Let’s take a look: Secret Societies:

This speech was given just weeks before he was Assassinated in Dallas, Texas. What was he trying to say to the Press Corps that day?  Was he trying to expose the Secret Society of which he spoke?

New World order:

Imagine that? The United States becoming a State within the confines of this One World Order and Governed by the United Nations. Guess we wouldn’t need Our Constitution anymore.

FEMA CONCENTRATION CAMPS:

This topic covers a span of time going back to around 1984 through present day.  Let’s take a look at what has been uncovered since the revelation of a code named Top Secret called REX 84.  A google search of that code name can be very enlightening.

Rex 84

Rex 84, short for Readiness Exercise 1984, is a contingency plan developed by the United States federal government to suspend the United States Constitution, declare martial law, place military commanders in charge of state and local governments, and detain large numbers of American citizens who were deemed to be “national security threats”, in the event that the President declared a “State of Domestic National Emergency”. The plan stated that events that might cause such a declaration would be widespread U.S. opposition to a U.S. military invasion abroad, such as if the United States were to directly invade Central America[1][2][3][4][5][6]. To combat what the government perceived as “subversive activities”, the plan also authorized the military to direct ordered movements of civilian populations at state and regional levels.[7]

Rex 84 was written by Lieutenant Colonel Oliver North, who was both the NSC White House Aide and NSC liaison to FEMA, and John Brinkerhoff, the deputy director of “national preparedness” programs for FEMA. They patterned the plan on a 1970 report written by FEMA chief Louis Giuffrida, at the Army War College, which proposed the detention of up to 21 million “American Negroes”, if there were a black militant uprising in the United States.[1] [8] Existence of a master military contingency plan (of which REX-84 was a part), “Garden Plot” and a similar earlier exercise, “Lantern Spike” were originally revealed by journalist Ron Ridenhour, who summarized his findings in “Garden Plot and the New Action Army.”[9]

Rex 84 was publicly mentioned during the Iran-Contra Hearings in 1987.[unreliable source?][10][11]

Exercises similar to Rex 84 happen regularly.[12] For example, from 1967 to 1971 the FBI kept a list of over 100,000 persons to be rounded up as subversive, dubbed the “ADEX” list.[13]

The basic facts about Rex 84 and other contingency planning readiness exercises—and the potential threat they pose to civil liberties if fully implemented in a real operation—are taken seriously by scholars and civil libertarians.[14]

I hope you found my little overview of these Conspiracy Theories somewhat enlightening.  There is so much more to discover out there concerning the deeds of powerful men/women and their plans for you and I.  Two Presidents, one a Democrat and the other a Republican have tried to warn us. Now it is up to us to be vigilant and prepared should any of these Conspiracy Theories ever become our Reality.  Remember Marshal Law could be declared at a moments notice and Our Constitutional Rights would then be suspended.

NSA Whistleblowers’ Startling Claims: Records on 3 Billion Calls Collected Per Day — And It’s Not Just Verizon

NEW YORK (TheBlaze/AP) — The government knows who you’re calling.

Every day. Every call.

Former employees of the National Security Agency say the publishing of a court order asking Verizon to hand over all its phone calling records for a three-month period opens a new window on an operation that has been in place for years and involves all major U.S. phone companies.

“NSA has been doing all this stuff all along, and it’s been all these companies, not just one,” William Binney told news program Democracy Now on Thursday. “They’re just continuing the collection of this data on all U.S. citizens.”

ETBinney, who worked at the NSA for almost 40 years, left the agency after the attacks of 9/11 because he objected to the expansion of its surveillance of U.S. citizens.

British newspaper The Guardian late Wednesday released an order from the secret Foreign Intelligence Surveillance Court, requesting Verizon to give the NSA the details on every phone call on its landline and wireless networks on a daily basis between April 25 and July 19.

Binney estimates that the NSA collects records on 3 billion calls per day.

“These are routine orders,” said Thomas Drake, another NSA whistleblower. “What’s new is we’re seeing an actual order, and people are surprised by it.”

“We’ve been saying this for years from the wilderness,” Drake told Democracy Now. “But it’s like, hey, everybody went to sleep while the government is collecting all these records.”

Drake started working for the NSA in 2001 and blew the whistle on what he saw as a wasteful and invasive program at the agency. He was later prosecuted for keeping classified information. Most of the charges were dropped before trial, and he was sentenced to one year of probation and community service.

The NSA’s original charter was to eavesdrop on communications between countries, not inside the U.S. That expansion of its mission appears to have happened after 9/11, but the agency has continuously denied that it spies on domestic communications.

In March, for instance, NSA spokeswoman Vanee Vines, emailed an Associated Press reporter about a story that described the NSA as a monitor of worldwide Internet data and phone calls.

“NSA collects, monitors, and analyzes a variety of FOREIGN signals and communications for indications of threats to the United States and for information of value to the U.S. government,” she wrote. “FOREIGN is the operative word. NSA is not an indiscriminate vacuum, collecting anything and everything.”

Verizon, AT&T and T-Mobile USA, three of the largest phone companies, said they had no comment on the matter. A representative from Sprint did not respond to a message. Verizon’s general counsel emailed employees Thursday saying that the company has an obligation to obey court orders, but did not confirm the existence of an order.

James Bamford, a journalist and author of several books on the NSA, said it’s very surprising to see that the agency tracks domestic calls, including local calls. In 2006, USA Today reported that the NSA was secretly collecting a database of domestic call information. However, some phone companies denied any involvement in such a program.

Bamford’s assumption was that the uproar over a separate, post-9/11 warrantless wiretapping program and the departure of the Bush administration meant that the NSA had been reined in.

“Here we are, under the Obama administration, doing it sort of like the Bush administration on steroids,” he said in an interview with the Associated Press. “This order here is about as broad as it can possibly get, when it comes to focusing on personal communications. There’s no warrant, there’s no suspicion, there’s no probable cause … it sounds like something from East Germany.”

Bamford believes the NSA collects the call records at a huge, newly built data center in Bluffdale, Utah.

International Law – The full metal jacket round which is all the military shoots, and is also sold as surplus, is not designed to kill. The Hague and Geneva Conventions prohibit shooting humans with hollow point or expanding ammunition because that type was designed to cause as much trauma as possible.

In addition, the DHS is buying massive amounts of AR-15’s. The DHS description of the weapon in the purchase order is, “Personal Defense Weapon”. It is interesting that they do not refer to the AR class weapon as an “Assault Weapon” in their purchase.

When the delegates of the states gathered in Philadelphia in the summer of 1787 and wrote the Constitution, they distributed the powers of the federal government among two Houses of Congress, a President, and a judiciary, and required in many cases that two of them work together to exercise a particular constitutional power. That separation of powers protects the liberties of the American people by preventing any one officer of the government from aggregating too much power.

The Framers of the Constitution did not give the President the kingly power to appoint the senior officers of the government by himself. Instead, they allowed the President to name an individual for a senior office, but then required the President to obtain the Senate’s consent before appointing the individual to office. Thus, they required the cooperation of the President and the Senate to put someone in high office.

Even the most open, democratic governments have sought laws and new forms of surveillance that many see as a new wave of censorship — and that includes the United States.

The U.S. government asked Google for data on its users more than 31,000 times in 2012 alone, for example. And the government rarely obtained a search warrant first, Google recently revealed; in nearly all cases, the company ended up turning over at least some data.

Some argue that heightened surveillance, restrictions on Internet freedom and even censorship are necessary to protect intellectual property rights, prevent cyber-espionage, fight child pornography, and protect national interests such as nuclear power plants from hackers. And here the U.S. is far from alone.

“A number of democratic states have considered or implemented various restrictions in response to the potential legal, economic, and security challenges raised by new media,” notes the Freedom House report “Freedom on the Net 2012.”

Anxiety over online theft and cyber-attacks is not unwarranted. Virtually every major U.S. company and media outlet has been a victim. Google was attacked back in 2009. Facebook, Apple and Microsoft revealed this month that hackers had breached their defenses. And The New York Times and Wall Street Journal have fought off Chinese hackers for months. Indeed, dozens of countries have their own online hacking groups — so-called cyber or asymmetrical warfare divisions.

“It’s been going on in China since at least at least May 2002,” said Alan Paller, founder of the SANS Institute, an information security and training firm.

Consequently, lawmakers — even President Obama in his State of the Union speech — have been motivated to take steps to stem the hacking tide. However, the road to better security could also stifle free speech.

When the International Telecommunication Union (ITU) met in Dubai in December, some 89 member countries including Russia, China, Cuba, and Iran, supported a treaty that would give individual governments more control over the Internet’s infrastructure.

Sensing a thinly veiled attempt to suppress dissent, 55 countries — including Canada and the U.S. — said no.

While the agreement has failed (for the time being), individual governments — including Canada and the U.S. — continue to introduce their own legislation to control what’s online.

North of the border, for example, the Canadian government proposed Bill C-30, known as the Protecting Children from Internet Predators Act. Proponents claimed the measure was designed to combat the exploitation of children, but it required Internet service providers to create monitoring systems that would allow the police to intercept and track all online communications — without a warrant. The public reaction was so fiercely opposed to Bill C-30 that Canadian authorities were forced to withdraw it this month.

Far from leading to the spread of democracy and freedom online, the events of the 2011 Arab spring led many authoritarian countries to clamp down more tightly, fearful of rebellious citizens inciting and organizing online.

A 2012 list of countries that are “Enemies of the Internet” notes that more than ever before, online freedom of expression is now a major foreign and domestic policy issue.

Freedom House
According to Freedom on the Net 2012, a survey by the independent watchdog group, of the 47 countries covered “20 have experienced a negative trajectory since January 2011.

Google
The Web giant has been using its reach to monitor Internet openness. The Transparency Report visualizes disruptions in the free flow of information, whether it’s a government blocking information or a cable being cut.

On this side of the border, the U.S. government continues to conduct warrant-less online searches. Thanks to outdated laws such as the Electronic Communications Privacy Act of 1986 and other regulations protecting copyrighted materials, U.S. authorities are increasingly looking at private online communications, often without any oversight by a judge.

Google says it has seen a 70 percent increase in requests from authorities for information about its users, information which includes private e-mails and search data. The biggest requester? The U.S. government, which sought information 8,438 times in the last six months of 2012. Google complied with those requests in roughly 88 percent of the cases.

While Google states it is against such broad government access to personal information — dealing with such requests costs Google time and money — where it stands on strict Internet freedoms is mutable.

Shortly before his State of the Union speech, President Obama signed an executive order designed to let federal government agencies share critical cyber-threat information with private companies to protect companies involved in supporting the nation’s critical infrastructure.

“We know hackers steal people’s identities and infiltrate private e-mail,” the President said in his speech. “We cannot look back years from now and wonder why we did nothing in the face of real threats to our security and our economy.”

Even though the data shared by the government could include personal information, in this case companies have been in favor of the executive order. The reason: private firms don’t have to in turn share data their data about their users with the government.

However, that may be about to change. As the President implied, Congress is working on reintroducing the Cyber Intelligence Sharing and Protection Act (CISPA). It would enable companies to divulge private information to government authorities if the companies perceived some form of “cyber threats.” Any personal information — Facebook jokes, Twitter tussles, errant Web searches — could be handed over to a variety of government agencies if that information has anything to do with the potential vulnerability of a computer network.

“CISPA offers broad immunities to companies who choose to share data with government agencies,” the Electronic Frontier Foundation’s Mark M. Jaycox explained in a blog post. “It also creates avenues for companies to share data with any federal agencies, including military intelligence agencies like the National Security Agency.”

While congress has yet to hammer out new, possibly more precise, language for a reintroduced CISPA bill, the powers it grants to both private companies and government authorities could end up making them partners in nationwide surveillance — the same complaint often levied against countries like China.
